Cllr Keith Wood, Leader of Winchester City Council Cllr Keith Wood is the Conservatives Leader on Winchester Council.Previously, Keith Wood was the lead member for Finance and managed to produce a Budget which avoided cuts in services without increasing the Council Tax  .He worked for the Bank of England for many years and then the IMF and his financial expertise will be invaluable as the pressure on Council finances increase to ensure Residents get good value.
